GEOFF PENDER: Mississippi Legislature needs plan on taxes, budget, infrastructure





Both Gunn and Reeves and other legislative leaders at the time announced they want to shift the state’s tax burden more from corporate and individual income taxes to “user-based” taxes such as sales taxes. They vowed to “both cut taxes and grow revenue,” which is a nifty trick if you can pull it off.

But to-date, little appears to have come from the tax and budget strategy sessions.

Lawmakers haven’t planned to fail with the state budget, but it appears they’ve failed to plan. To date massive agency budget cuts have been late and forced, with little strategy, and have affected the just and unjust alike. With budget hearings for the coming session soon to commence, perhaps lawmakers should put some thought to up-front cuts to inefficient or less needed programs.
