Coast legislators have mixed feelings over Gov. Haley Barbour’s plan to use millions lawmakers had socked away in case the state needed it for Katrina expenses.

Since a rules change allowed the state to avoid paying millions to match federal spending, Barbour wants to use about $108 million of the $268 million that had been socked away to replenish the “rainy day” fund and to make improvements to a two-lane road that would benefit a Toyota plant in North Mississippi.
