Swarbrick also said he will not resign his post. The two men have been under intense scrutiny following last week’s death of Declan Sullivan, a 20-year-old student videographer.
Sullivan was shooting practice from a tower Oct. 27 when whipping winds toppled the structure.
“The fact that Declan died in this tragic accident means we didn’t do all we can,” Swarbrick told the newspaper.
“There’s no attempt or no interest in moving away from the fact that we should have, we must have, been able to do something to protect Declan. We’ll think about that the rest of our lives.”
